The Ministry of Health of the Russian Federation has developed a draft law on amendments to Article 69 of the Federal Law “On Fundamentals of the Protection of Citizen’s Health in the Russian Federation”. The bill provides for the possibility of admitting second-year residents to medical practice as trainee doctors. The position of a trainee doctor is provided for by the nomenclature of positions of medical and pharmaceutical workers approved by the Ministry of Health of Russia.
The adoption of the bill will make it possible to appoint second-year residents to the positions of trainee doctors; the objective is to improve the personnel potential of the healthcare system.
Doctors studying in the residency have already received higher education in one of the specialist areas (for example, in pediatrics or general medicine), have passed their primary accreditation procedure, and, therefore, they have sufficient competence to provide medical care. Admission to professional activity as trainee doctors, among other things, will allow second-year residents to gain experience in practical healthcare, which will certainly increase the level of competence of graduates of medical universities.
To date, 41,600 residents are trained in educational organizations subordinate to the Ministry of Health of Russia.
