Moscow’s budget managed to save about 18 billion rubles thanks to offset agreements. This was reported in the press service of the capital’s Department of Investment and Industrial Policy.

“The offset agreements concluded have resulted in efficient budget savings: the average price reduction compared to market analogues was 20%, which is about 18 billion rubles savings. Biocad signed the first offset agreement with Moscow in 2017 and has already commissioned the first stage of the plant in the Special Economic Zone Technopolis Moscow. The supply of medicines has been carried out since 2021,” said Alexander Prokhorov, head of the Department of Investment and Industrial Policy.

According to Vladimir Efimov, Vice Mayor of the capital, offset agreements signed by Moscow provide for the creation or modernization of production facilities that manufacture pharmaceutical products, medical equipment, and baby food.

“The capital’s enterprises have a large number of successful cases of import-substituting production. They produce high-quality replacements for foreign goods in such industries as aircraft construction, mechanical engineering, radio electronics, and building materials. The city’s factories are able to meet the demand for medicines, baby food, as well as consumer goods. In addition, Moscow attracts high-tech and environmentally friendly companies to cooperation, including on the terms of public-private partnership,” Yefimov stressed.
