State Duma’s new law to create a register of pharmacists

The State Duma adopted, in the third and final reading, a bill authorizing the Ministry of Health of the Russian Federation to create and maintain a federal register of pharmacists and persons receiving medical and pharmaceutical education, TASS reports.

The Cabinet of Ministers submitted the document to the State Duma in April. It is proposed to amend the law On Fundamental Healthcare Principles in the Russian Federation. In particular, according to the document, in addition to the already implemented personal registration of medical workers included in the federal register, it is proposed to introduce personalized registration of pharmacists, as well as college and university students studying to be doctors and pharmacists. The Ministry of Health is empowered to create and maintain a federal register of persons receiving medical and pharmaceutical education. The new rules come into force on March 1, 2023.

“By the second reading, the competent State Duma Committee on Health Protection had significantly elaborated on the initiative. Thus, from January 1, 2023, persons who have received medical or other education in Russian educational organizations and have been accredited as a specialist will have the right to engage in medical activities in the Russian Federation. The same rules apply to the right to carry out pharmaceutical activities. At the same time, persons who have received medical, pharmaceutical, or other education in foreign educational organizations are allowed to engage in medical or pharmaceutical activities only after the recognition of their education and qualifications in the Russian Federation, as well as after passing accreditation as a specialist. Roszdravnadzor (the Federal Service for Surveillance in Healthcare) will have to verify the compliance of the education and qualifications with the qualification requirements for medical and pharmaceutical workers approved by Russia’s Ministry of Health,” the publication writes.

In addition, it is established that from January 1, 2023, persons who have complete or incomplete higher medical or pharmaceutical education received in foreign educational institutions are allowed to engage in medical activities or pharmaceutical activities in the positions of specialists with secondary medical or secondary pharmaceutical education. The Ministry of Health of the Russian Federation will establish the procedure for admission of such citizens.
