The Ministry of Industry and Trade of Russia proposes to approve the stages of production of electric wheelchairs that are to provide grounds to confirm the domestic origin of rehabilitation products. For each stage carried out in Russia, the product will be awarded a sum of points based on an assessment procedure. The corresponding draft document is posted at regulation.gov.ru .
Electric wheelchairs will be recognized as produced in Russia if the sum of points for each production stage in Russia reaches 55 in 2023. Over the next two years, it is planned to increase the score of total number of technological operations carried out within the country to 75 points in 2024 and to 85 points in 2025.
The production operations taken into account are the following:
– the use of Russian rolled metal in the manufacture of the product (5 points);
– a full cycle of metal parts manufacturing (20 points);
– welding of the supporting frame (10 points);
– welding of metal assemblies (8 points);
– sewing of the elements of the seat back cushion, including the cutting of woven and non-woven materials (13 points);
– protective coating of all metal parts (10 points);
– manufacture of control panels (5 points);
– stamping (casting) of plastic parts (10 points);
– installation of the electrical equipment system and firmware (5 points);
– assembly of the finished product (7 points);
– checking the performance of the wheelchair (acceptance tests) (3 points);
– product marking (2 points);
– product packaging (corrugated cardboard box, user manual, warranty card, and product data sheet) (2 points).
