During his trip to Khabarovsk, Vladimir Putin held a meeting with business leaders from the Far Eastern Federal District and listened to their opinions on the progress of the implementation of the Far East development program, launched in 2014. Among other things, Andrey Tenyakov, co-owner of Russian Carbon LLC, spoke to him. The company produces wheelchairs for the disabled.

In particular, Tenyakov stated the need to simplify the procedure for registering technical means in the rehabilitation in Russia, including by allowing a medical device to be sent for testing, which is mandatory for state registration, before submitting an application to Roszdravnadzor (Federal Service for Surveillance in Healthcare).

“If this could be done at the regional level and undergo tests and laboratory tests at the stage not after submitting an application to Roszdravnadzor, but before submitting an application, so that we could independently control the process, suddenly something didn’t work,” he emphasized.

In addition, according to Tenyakov, the situation can be improved by increasing the number of organizations authorized to conduct testing activities. Now only one institution is engaged in this – National Institute of Medicinal Materials, he said. The laboratories of the Russian Academy of Sciences, which are represented in each region, could carry out the necessary laboratory research, he believes.

Putin reacted positively to Tenyakov’s proposals. He thanked him for the tip: “Thank you for suggesting this. <…> We need to improve this mechanism.”
