Alcohol-containing non-food products in Russia may receive labeling

A draft federal law has been introduced by a group of State Duma deputies and senators. The primary objective of this legislation is to bolster state supervision over the manufacturing and distribution of non-food products that contain alcohol. The authors of the document suggest implementing compulsory labeling for such products when their ethyl alcohol content exceeds 10%. If the initiative is supported, a special list will be created.
The bill also includes provisions for imposing restrictions on the merging of operations within organizations, specifically those involved in the production of alcohol-containing non-food products and alcohol production.
It specifically concerns perfumes and cosmetic products in small containers that are not classified as flammable. In recent years, there has been a consistent rise in the volume of ethyl alcohol purchases by manufacturers of these goods (3.8 million decaliters in 2021, 4.2 million decaliters in 2022, and 4.5 million decaliters in 2023), as stated in the explanatory note.
