Artem Sheikin, deputy chairman of the Council for the Development of the Digital Economy of the Federation Council, announced an innovative initiative from senators. They have suggested that the Russian Ministry of Health create a mechanism allowing for automatic consent from patients who receive assistance under the compulsory medical insurance program. This consent would permit the use of their anonymized data for training artificial intelligence (AI).
Currently, it is required to obtain patients’ consent to use their data for such purposes, despite the fact that this information is anonymized and cannot be associated with a specific owner. Additional recommendations of the Federation Council:
  • optimize the implementation of products using AI and robotics;
  • develop a methodology for calculating funding when accessing an AI service;
  • clarify the legal status and distribution of responsibility when using AI between doctors, developers, medical organizations and certification bodies.
