The Russian Ministry of Health is drafting an amendment to Federal Law to enhance medicine provision for adult patients with orphan diseases. The document states that if the regional budget lacks sufficient funds, the responsibility for provision will fall on the federal budget.
The Russian government will set the procedure for allocating additional federal funds to regional budgets. It is planned to create a safety net to support orphan patients in situations where they have not received assistance. Should it receive approval, the law will take effect at the start of 2026.
