The Ministry of Health suggests establishing a reserve for vaccination complication payments

The Ministry of Health is modernizing the distribution of funding to regions for compensatory payments to citizens who experience complications after vaccination. The new system creates a centralized financial reserve of 5% of the total funds.
The department is updating the rules for allocating federal budget subventions for one-time benefits and ongoing monetary compensation to citizens with post-vaccination complications. The corresponding draft government resolution was sent for anti-corruption expertise through the portal regulation.gov.ru on December 20.
The current method for calculating subventions has limitations, as it doesn’t account for new payment recipients appearing throughout the year. The updated methodology allows for an undistributed financial reserve of up to 5% of the total subvention, with its allocation decided by the Ministry of Health.
Regional executive bodies are required to submit quarterly reports on the expenditure of allocated funds to the Ministry of Finance, the Ministry of Health, and Rospotrebnadzor, detailing the categories and number of recipients, as well as the amounts of payments made.
Cash payments are provided for citizens who have experienced negative consequences of immunization with drugs from the National Immunization Calendar, as well as vaccines used in conditions of an epidemiological threat (including drugs against COVID-19). In the event of a fatal outcome, the right to receive compensation passes to the family members of the vaccinated person. Determining specific amounts of payments is the responsibility of regional authorities. The Ministry of Health in Russia is implementing a modernization of the system for distributing subventions to regions for compensatory payments to citizens who experience complications after vaccination.
The new system involves creating a centralized financial reserve of 5% of the total funds. Amendments are being made to the current Rules for the allocation of regional subventions from the federal budget, and regional executive bodies are required to submit quarterly reports on the expenditure of allocated funds. Cash payments are provided to citizens who experience negative consequences of vaccination, and the specific amounts of payments are determined by regional authorities.
