The Russian Ministry of Health has developed a new regulation for organizing palliative medical care, set to replace the joint order from 2019 by the Ministry of Health and the Ministry of Labor. This document aims to enhance support for adults with incurable progressive diseases and children facing life-threatening conditions.

A key innovation in the new regulation is an improved framework for interaction among medical organizations, patients, and their legal representatives. The updated guidelines emphasize the establishment of home care services and allow for continued inpatient palliative care after specialized treatment when patient transportation is contraindicated. Additionally, the regulation introduces a revised list of medical organizations providing palliative care, along with updated standards for equipment and staffing requirements, streamlining documentation processes for medical assessments related to palliative care.
