22.8 million rubles in property seized from ex-owners of Uralbiopharm by court

The Commercial (Arbitrazh) Court of the Sverdlovsk Region has seized both movable and immovable property belonging to Ural businessman and former State Duma deputy Malik Gaisin and to former members of the board of the pharmaceutical company Uralbiopharm, which produces medicines and food supplements. The value of the seized assets is estimated at 22.8 million rubles, though this does not include any monetary funds, according to the case file.

Interim measures have also been imposed on the property of Gaisin’s son, Aidan Gaisin, former Uralbiopharm general director Stanislav Grishelev, and other former board members, namely, Igor Moroz and Gulsina Mullahmetova.

The court’s decision follows a claim from AO Uralbiopharm, which filed a petition for the property seizure in February 2025. It is known from the case materials that the company is seeking to recover 20.4 million rubles in losses and interest from the former owner and managers for allegedly misusing funds from June 17, 2024 to January 27, 2025. The case materials do not clarify how these losses were incurred.

The plaintiff cited a significant corporate conflict involving AO Uralbiopharm and its previous management. The representatives of the pharmaceutical company described the claimed losses of nearly 23 million rubles as “significant,” emphasizing that the funds could have been used to fulfill state contracts and manufacture essential medicines, which is a priority in the context of the ongoing special military operation.

Earlier, a court in Yekaterinburg had seized Gaisin’s assets totaling 3 billion rubles for state revenue. Igor Tkachev, Deputy Prosecutor General of Russia, had sought the confiscation of shares in several enterprises, including Uralbiopharm.

Gaisin owned Uralbiopharm until August 2023, and in March 2023 he was detained and charged with abuse of power. The Prosecutor General’s Office alleges that between 1995 and 1999, Gaisin, while serving as a deputy in the State Duma, acquired shares of Uralbiopharm OJSC personally and through trusted individuals, violating anti-corruption regulations. As a result, he became the de facto owner, holding 99.995% of the organization.

To circumvent legal issues, Malik Gaisin established two companies, OOO Vagran and OOO Aktay-M, and registered shares of Uralbiopharm (24.9% each) under the names of these legal entities. The shares held in these companies are also subject to seizure.

Gaisin maintains that there have been no complaints from regulatory authorities during his30 years of publicly owning the assets and asserts that he purchased shares during privatization at public auctions and from private individuals. He believes the lawsuit against him has been filed “in the interests of private individuals.”
