Putin orders speeding up the export of domestic medical products to partner countries

Russian President Vladimir Putin has directed the Cabinet of Ministers to expedite the entry of Russian medical products into the markets of allied countries and to enhance oversight of public procurement under the national regime. The government must submit a report on the issue by October 1, 2025. The head of state gave the instructions following a meeting with representatives of business.

In particular, the government was instructed to organize systematic work to promote the recognition of registration certificates for Russian medical devices in friendly foreign countries, including both products registered in Russia and those registered in the Eurasian Economic Union (EAEU). This activity will be carried out through diplomatic and trade missions, as well as as part of bilateral intergovernmental commissions.

In addition, by November, the government has to analyze how state customers apply measures to ensure the national regime in procurement. It is also necessary to check the purchase of foreign goods by companies that do not fall under the law on the contract system, but use the funds from the state budget.

Vladimir Putin ordered to impose stricter control over government procurement of Russian goods after a manufacturer’s complaint. By December, the government must check how companies and government agencies comply with the rule on the priority of domestic products. The reason was a statement by Andrey Kanunnikov, head of the Kursk Electrical Equipment Plant. According to him, despite the existing restrictions, some customers are able to bypass the law and purchase imported equipment instead of Russian-made products.
