A pharmaceutical plant to be built in the Rostov region

The construction of a pharmaceutical plant in the Rostov region could address the challenge of import substitution for medicines at the local level, according to Andrey Gribenyuk, chairman of the Rostov regional branch of the business association Delovaya Rossiya. He believes such an enterprise should be built on the principles of public-private partnership.

“The mechanism of public-private partnership is a very effective instrument. Our colleagues have experience using this model in other sectors, and there are such projects related to medicine in Moscow today. We are ready to deploy this experience to our region,” said Gribenyuk during a press conference at the TASS Yug regional information centre.

The relevance of the initiative was confirmed by Nina Danilova, head of the subcommittee on pharmaceuticals and medicinal products circulation at the branch. She stated that many medicines from foreign manufacturers have disappeared from the Russian market, and it is currently impossible to fully replace them. “Therefore, building a plant for manufacturing Russian medicinal drugs is one of the most pressing issues,” she clarified.

In 2024, amid a rising patient count and increasing medication costs, the region faced a shortfall in funds for purchasing subsidized medicines, with the deficit reaching 219 million roubles by autumn. In September of this year, a pharmacy in Rostov-on-Don was fined for a complete lack of drugs from the minimum required assortment.

This initiative is being discussed against the backdrop of broader efforts to revive pharmaceutical manufacturing in the region. Reports indicate that another facility, a plant by OOO Yugmedpharm, is already being prepared for launch in the Myasnikovsky District and will produce drugs in various forms.
