Four new pharmaceutical enterprises will appear in Moscow as a result of offset contracts

Moscow plans to conclude four state contracts with reciprocal investment obligations (offset contracts) for the supply of drugs. Potential investors will participate in electronic bidding. The orders to that effect have been signed by Sergei Sobyanin. This is reported on the official website of the mayor of Moscow.

“Under the terms of the contracts, suppliers, which are also investors, will undertake obligations to localize production in the city within two to four years and establish drug production. The medicines to be made by them include immunosuppressants, antitumor, anti-inflammatory, cardioprotective, and hypoglycemic drugs, as well as antihistamines,” the report says.

Moscow’s government, in turn, will undertake to purchase the manufactured products for four to five years, for a total amount of 17.85 billion rubles.

This way, the city ensures the stability of drug supply to its medical institutions. Four new import-substituting high-tech production facilities will appear in Moscow as a result.

The Moscow government has previously concluded five offset contracts with a total volume of purchase amounting to 72.7 billion rubles. Four of them intend to organize the production of medicines and medical products, and one plans to make baby food.  To date, three of the facilities have been put into operation and have already started supplying their products to the city.

Since July 2022, the minimum investment threshold for the creation or modernization of production under offset contracts has been reduced from 1 billion to 100 million rubles. This made it possible to significantly expand the practice of concluding offset contracts, the Moscow Mayor’s office stressed.
