Priority in public procurement will be granted to Russian medical devices manufacturers

The government has reduced the list of medical products for which access to public procurement is restricted if at least two Russian or EAEU companies have applied for participation in the auction. Mikhail Mishustin, Chairman of the Government of the Russian Federation, has signed a decree defining the eligibility criteria for such priority.

A three-level mechanism for the admission of electronics will be introduced for the purposes of public procurement. The highest priority will be given to Russian equipment based on Russian processors. It will be classified as a “first level” product and have a corresponding mark in the register of the Ministry of Industry and Trade.

If Russian equipment includes foreign-made components, it is a “second-level” product, which can be purchased only if there are no offers of “first-level” products. Equipment that has been manufactured abroad is classified as “third-level” products. Offers for such supplies will be considered last.

“Such an approach will help support domestic manufacturers, generate additional guaranteed demand for their products, which should have a positive impact on the development of their projects in the medium and long term,” Mikhail Mishustin said during a government meeting on March 30.

The decree comes into force on April 20, 2023.
