The commencement of construction is scheduled for 2027. The establishment of this facility will greatly accelerate the development of antiviral drugs. According to Anastasia Gladysheva, a senior researcher at the State Scientific Center, Vector is one of the few organizations that possess the necessary level of biological protection. This permits the center to effectively and securely handle highly hazardous viruses.

Most studies involving viral material require a biologically secure building with a minimum security level of  Biosafety level -3. Gladysheva states that there is currently no facility anywhere in the world that matches the uniqueness of a virological building with a minimum BSL-3 level of protection, located adjacent to a synchrotron source for research purposes.
