Production quotas for some narcotics and psychotropic substances may increase

The Ministry of Health of the Russian Federation prepared a bill in which it proposed to increase quotas for the production, storage, import and export of narcotic drugs and psychotropic substances, in particular buprenorphine, clonazepam, midazolam and nitrazepam. Should the document be approved, it will have an impact on Government Decree No. 2108 of November 30, 2021, issued by the Russian Federation.
Quotas for the production of buprenorphine are planned to increase from 10 to 54.6 kg, clonazepam – from 50 to 135 kg, midazolam – from 15 to 42.5 kg, nitrazepam – from 20 to 34.5 kg.
As stated in the explanatory note, the leading producer, importer and manufacturer of narcotic drugs and psychotropic substances is the Moscow Endocrine Plant. In this regard, when preparing the project, the justifications provided by the enterprise were taken into account.
