Russia’s Supreme Court left poppy on the list of controlled drugs

The Russian Supreme Court has dismissed a lawsuit from a claimant earlier convicted of selling products made from poppies and will keep the poppy on the list of narcotic substances, the Court told TASS.

“The Court has turned down an appeal against an earlier pronounced court decision, which denied invalidating of Paragraph 1 in the Russian Government Decree of March 31, 2022 No. 540 ‘On control measures with respect to products containing small quantities of narcotic substances, psychotropic substances and their precursors included into the list of narcotic substances, psychotropic substances and their precursors controlled in Russia,'” a Court spokesperson said.

According to case materials, the claimant was previously convicted for dealing in the poppy trade, an act that was deemed drug trafficking by investigative authorities and the court. The defendant insisted that he had sold the products made from poppies for use as a food additive,

The claimant sought to declassify the poppy as a narcotic substance in his complaint to the Supreme Court. The Court decision refusing to grant the claim was upheld.
