Binergy to build pharmaceutical plant in Kaluga region for 1.4 billion rubles

The government of the Kaluga Region has signed an agreement with the Russian pharmaceutical group Binergy (AO Favorit Trade) to establish a high-tech drug production facility in the region. As part of the project, the pharmaceutical company plans to organize Russia’s first production of anesthetics in cartridges. The document was signed at the St. Petersburg International Economic Forum (SPIEF-2025). The implementation of the investment project is expected by the end of 2035. The volume of investments in 2025-2026 will exceed 1.4 billion rubles. As early as 2026, the company will reach a capacity of 2.5 million packages per year.

The document was signed by Vladislav Shapsha, Governor of the Kaluga Region, and Maxim Stetsiuk, CEO of OOO Binergia Management. “This is an important project for us. It includes the modernization of existing facilities and the construction of new production sites,” Shapsha commented on the event.

In particular, the project provides for the modernization of the pharmaceutical complex acquired in the Vorsino Industrial Park. Stetsiuk noted that the new facility will enhance the supply of medicines that are critically important for the healthcare system today. In addition to the production of anesthetics, it is planned to produce anesthesia products, combined preparations with B vitamins, antispasmodics, and special therapeutic nutrition.

During the Forum, Shapsha added that today more than 60 pharmaceutical companies are already operating in the Kaluga Region. Their output has grown more than 2.2 times over the past 5 years. “We are establishing not only a production facility but also a competence center dedicated to the development and manufacturing of essential medicines, fully aligning with the goal of technological sovereignty,” Shapsha concluded.
