KhimRar launches $18 mln active pharmaceutical ingredient plant outside Moscow

KhimRar has launched a new active pharmaceutical ingredient production complex in the Moscow region. Total investment in the facility exceeded 1.5 billion roubles (approximately $18 million).

Company representatives said the facility will enable a full-cycle production of its own innovative drugs. Industry and Trade Minister Anton Alikhanov attended the opening ceremony.

The production will focus on drugs for oncology, HIV/AIDS, hepatitis C, metabolic disorders and central nervous system diseases. KhimRar frames the launch as a contribution to Russia’s technological sovereignty in pharmaceuticals.

According to KhimRar representatives, the project will ensure stable supplies of critical medicines regardless of external conditions.

In his speech, Alikhanov stressed that the new KhimRar facility was built in pursuance of President Vladimir Putin’s decree requiring the substitution of virtually all active pharmaceutical ingredients used in drugs manufactured in Russia.

He added that since 2020, Russia has opened 20 plants dedicated to API production.

“Currently, more than 63% of vital drugs sold on the Russian market are medicines made from APIs that can be produced domestically,” the minister said.

Plans for KhimRar to launch a new API production facility in the Moscow region were first reported in 2024. At that time, investments in the construction and equipping of the plant were estimated at about 50 million roubles.
