The Ministry of Industry and Trade proposed to improve the procedure for processing narcotic substances

The Ministry of Industry and Trade of Russia has prepared a draft decree of the government of Russia, which approves a new procedure for processing narcotic substances, psychotropic substances and their precursors, entitled “On the procedure for processing narcotic substances, psychotropic substances and their precursors,” the agency reports.

“The new procedure (developed to replace the existing one to bring it into compliance with the requirements of No. 247-FZ of July 31, 2020 “On Obligatory Requirements in the Russian Federation”) will eliminate excessive requirements for the processing of narcotic substances, psychotropic substances, and their precursors,” the statement says.

Thus, if previously enterprises had to provide both information about the planned volumes of processing of narcotic drugs, psychotropic substances and their precursors, and about the actual volumes of processing of these substances, now, according to the new procedure, they will have to provide only the data concerning the actual volumes of processing.

The Ministry noted that the procedure currently in effect is the one approved by the Decree of the Government of the Russian Federation No. 147 of February 24, 2009 “On the organization of processing of narcotic drugs, psychotropic substances and their precursors.” Its compliance is assessed within the framework of licensing activities for the trafficking of narcotic substances, psychotropic substances and their precursors, and the cultivation of narcotic plants.
