A scheme of illegal online trade in expensive drugs has been revealed

Employees of Roszdravnadzor (Federal Service for Surveillance in Healthcare) revealed a scheme of illegal online trade in expensive medicines. The inspection that discovered the offence was carried out by the territorial authorities. This is reported in the Telegram channel of the Service.

“An unscheduled on-site inspection was conducted on behalf of the Ministry of Health, the territorial body of Roszdravnadzor in Moscow and the Moscow region,  in order to verify publications in the media about illegal sale of expensive medicines via the Internet, against OOO “Evropharm” at Nizhnyaya street 5 in Moscow. During the inspection at the location of OOO “Evropharm”, numerous violations of the licensing requirements were revealed in the pharmaceutical activities of the company,” the report says.

In addition, OOO “Evropharm” was found to have a storage of medicines that could not be legally received and put in circulation by the company, since they had already been released to patients under subsidized prescriptions and provided for medical use in various medical organizations in the Russian Federation.

The labeling codes on the packages of medicines were intentionally damaged so that the buyers of these drugs could not check the legality of their sale. However, employees of Roszdravnadzor with the help of the Federal State Information System for Medicines Circulation Monitoring (FGIS MDLP) were able to restore the damaged codes and trace the path of the detected drugs.

“As a result, it was found that 25 packages of drugs were previously sold under subsidized prescriptions in pharmacies in the Moscow region, the Republic of Dagestan and the Volgograd region; 24 packages of drugs were handed over in medical organizations for the provision of care to patients in the Moscow region, Ryazan, Novosibirsk, and Smolensk regions, and the Republic of Mari El. Based on the results of control measures, the territorial body of Roszdravnadzor produced protocols on administrative offenses under part 1 of Article 6.33, part 2 of Article 6.34, and part 4 of Article 14.1 of the Administrative Offences Code of the Russian Federation. The materials of the inspection were sent to the Prosecutor’s Office of the city of Moscow and the General Administration for Economic Security and Combatting Corruption of the Ministry of Internal Affairs of Russia, which are to respond accordingly,” the Service said.
