The new additions to the list of potent substances were 12 modified versions of anabolic steroids and psychostimulants already present in the list. The decree was signed by Mikhail Mishustin, Prime Minister of the Russian Federation.

The list includes seven steroids (atamestane, androstenedione, 6alpha-Methyl-androst-4-ene-3,17-dione, testolactone, trendione, formestane and chloromethylandrostenediol), four psychostimulants (arecoline, DMBA, octodrine and 2-phenylpropane-1-amine), and one more substance (a fragment of growth hormone, HGH Frag 176-191).

These new types of clandestinely synthesized products from the list of potent substances are sold on special websites and in social media as food supplements and complexes for athletes. Illegal sale of such drugs now entails criminal liability under Article 234 of the Criminal Code of the Russian Federation ( Illegal Traffic in Potent and Toxic Substances for the Purpose of Sale).

Earlier, in March 2023, the authorities put an end to illegal activities of a chain of pharmacies in Moscow and the Moscow region, which sold potent drugs, the so-called pharmacy drugs, without prescriptions. More than 150 kg of goods worth over 35 million rubles were seized.
